... Winter Storm Warning remains in effect until 7 PM EST
Thursday...

* locations... Lawrence County Kentucky and portions of western
and northern West Virginia

* hazard types... snow.

* Snow accumulations... 6 to 10 inches.

* Timing... rain will change to snow by 10 PM tonight. The
snow... heavy at times... will continue through the first half of
Thursday.

* Impacts... untreated roads and sidewalks could become snow and
ice covered. Reduced visibilities... below one mile at times...
can be expected. Snow could cause downed tree limbs and power
outages.

* Temperatures... in the mid 20s.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow means severe winter weather
conditions are expected or occurring. Significant amounts of snow
are forecast that will make travel dangerous. Only travel in an
emergency. If you must travel... keep an extra flashlight... food...
and water in your vehicle in case of an emergency.

* at 617 PM EST rain and snow melt have caused streams, creeks and
rivers to rise. More rain is in the forecast and will eventually
change to snow overnight. Despite the changeover, runoff will
continue and cause streams, creeks and rivers to exceed bankfull
and flood.

A Flood Warning means that flooding is imminent or has been reported.
All interested parties should take necessary precautions immediately.

Precautionary/preparedness actions...

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Move up to
higher ground to escape flood waters. Do not stay in areas subject to
flooding when water begins rising.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

* widespread rain will continue into this evening in West
Virginia... while transitioning to sleet and wet snow late this
afternoon and early this evening across southeast Ohio and
northeast Kentucky. That transition will move further
southeast... through West Virginia tonight. Many County flood
warnings were posted earlier Wednesday... and are still
active... for stream and creek flooding.

* Minor to moderate flooding is also likely through Thursday along
a few of the larger rivers.

Precautionary/preparedness actions...

The Flood Watch means the potential for additional flooding
continues.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
